- Responsible to supervise District 4 as First Line Commander
- Acts in capacity of Chief in the District 4 Area if more than one area of E.S.S. Services are needed
- Responsible for Securing all Locations where SDV Personnel are Operational and Identifying Potential Hazards
- Responsible for all Communications during SDV Operations
- Will directly interact with Chief during all areas of S.D.V. Operations
